Programme Description

This course aims to develop and upgrade the skills of participants in the maintenance management of buildings and facilities.

Programme Objectives

  • Systematic planning and organisation of maintenance works.
  • The implementation of cost-effective contracted maintenance works.
  • Working knowledge and competency in contract administration, cost Estimation and tendering procedures.
  • Skills in the servicing and maintenance of Mechanical and Electrical Systems especially the updating of legislation governing the installation and operation of electrical works.
  • Diagnosis of concrete and structural defects and rectification methods.
  • Understanding legislation and government regulations pertaining to Property Management and Strata Title Management.

  • Preparation of Tender and Technical Specifications.
  • Tender Procedures and Documentation.
  • Contract Administration under a standard form of contract.
  • Cost Estimation, Measurements and Control.

Part II: Building Services and Fire Safety

  • A study of CP5: 1988 on the Installation and Operation of Electrical Systems.
  • Alterations and Addition of Electrical Works in Building.
  • Maintenance, Testing and Inspections of Electrical and Mechanical Services.
  • Technical Specifications for Maintenance of Building Services.
  • A Study of Fire Safety Act and Fire Safety Management for Buildings.

Part III: Property and Strata Title Management

  • Scope and objective of Property Management
  • Legislation relating to Building Maintenance in Singapore
  • A Study of the Building Maintenance and Strata Management Act 2004 - Management Corporation, Management Council, Bye-laws and Managing Agent.
  • Legal and Operational Framework of Town Councils.

Part IV: Maintenance Technology

  • Principles of Property Maintenance
  • A study and understanding of causes of building defects.
  • A Study of Building Finishes and Defect Rectification encompassing Plastering, Painting and Tiling works
